Election Manager & Ballot Scanner Checklist

This checklist needs to be run once for the county, though note that one portion of it – the Ballot Scanner portion – should be run for as many ballot scanner units as you expect to use on Election Day.

Election Manager Part 1

  • Connect Election Manager to its printer

  • Ensure the printer has plenty of paper

  • Turn on Election Manager

  • Confirm that it is configured for the appropriate election

  • Print the Test Ballot Deck Tally

  • Print a county-wide ballot test deck. This will take a few minutes.

  • Print an Unofficial Tally Report for the whole county, which will serve as the Zero Report.

  • Print two additional test ballots

    • Leave one test ballot blank

    • Mark the second test ballot as an overvote

  • Confirm that you now have (1) a full test deck, (2) a blank ballot, (3) an overvoted ballot, (4) Test Ballot Deck Tally

Ballot Scanner

Repeat for each Ballot Scanner:

  • Connect Ballot Scanner to its scanner

  • Turn on Ballot Scanner

  • Confirm that it is configured for the appropriate election

  • Toggle to Test Mode

  • Scan the Bubble Ballot Test Deck

  • Scan the blank ballot, confirm it shows up as blank, choose Original Ballot Removed.

  • Scan the overvote ballot, confirm it shows up as overvote, choose Original Ballot Removed.

  • Verify the count of scanned ballots

  • Export CVRs to USB stick

  • Clear ballot data

  • Scan the BMD Ballot Test Deck (if applicable)

  • Export CVRs to USB stick (if you scanned the BMD Ballot Test Deck)

Election Manager Part 2

Repeat as many times as you have Ballot Scanners:

  • Insert USB stick used to save CVRs from Ballot Scanner

  • Load the first CVR file for the given scanner, which should be the bubble ballots.

  • Verify that the count of ballots in Election Manager matches the size of the test deck.

  • Print Unofficial Full Election Tally Report

  • Compare to Test Ballot Deck Tally report and ensure they match

  • Clear CVR files

  • Load the second CVR file for the given scanner, which should be the BMD ballots.

  • Verify that the count of ballots in Election Manager matches the size of the test deck.

  • Print Unofficial Results

  • Compare to Test Ballot Deck Tally report and ensure they match

  • Clear CVR files

  • Cleanup

    • Confirm that there are no CVR files left in Election Manager tally tab

    • Toggle Ballot Scanner to Live Mode (in Advanced tab)

    • Shut down Election Manager

    • Shut down Ballot Scanner
