Setting Up Election Manager

Included Hardware and Software

Election Manager consists of a commercial off-the-shelf (COTS) laptop and printer:

  1. An HP Elitebook 840 G6 Laptop with the VotingWorks Election Manager software pre-installed.

  2. An HP LaserJet Pro M404dn/M454dn Printer to print ballots.

VotingWorks also provides high volume color replacement toner and a USB stick to store election files. The laptop, laptop power cable, USB A-B cable, and USB drive are stored in an orange Apache 4800 Case which also contains the Ballot Scanner laptop.

Setup Guide

Election Manager comes plug-and-play and can be set up through the following steps:

  1. Unbox Laptop: remove laptop from case and plug in the included charger to laptop and outlet.

  2. Unbox Printer: remove printer from box and plug in the included power cord to printer and outlet.

  3. Connect Laptop to Printer: Use provided USB cable in case to connect printer to laptop.

  4. Turn on Laptop: Turn on laptop using the power button in the top-left of keyboard. The Election Manager does not require any authentication and will boot directly into Election Manager app.

  5. Turn on Printer: Turn on printer using the front power button and follow any on-screen instructions including loading paper.

  6. Load Paper: Load 24lb or 28lb. 8.5"x11" (letter) paper into the printer. (We strongly recommend against using paper thinner than 24lb.)

    1. For election-day ballots, use white paper. We recommend Hammermill 102450.

    2. For absentee ballots, use canary yellow paper. We recommend Springhill 024159R.

Toner is installed by default in the printer when shipped. If you need to replace toner in the future, please reference the HP instructions here.
